SUBJECT: July 2006 Monthly Highlights

Pursuant to NJSA 40A:14-118, the Chief of Police must at least monthly report the operation of the police force for the proceeding month to the appropriate authority. The below report is submitted concerning police operations during the month of July 2006. From a Department of Public Safety standpoint, I have also included sections concerning first aid, fire department and beach operations.

PRODUCTIVITY:

The Belmar Police Department responded to 2826 calls for service during the month of July 2006. Officers responded to and investigated 67 motor vehicle accidents; issued 609 Borough Ordinance Summonses; issued 3260 Motor Vehicle Summonses; and 111 Arrests were made; 6 of which were for DWI. NOTE: Parking Enforcement Personnel issued 531 Summonses in July 2006.

CRIME INFORMATION:

During the month of July 2006 we had 30 assaults, 25 cleared; 3 burglaries; and 51 thefts, 10 cleared. During the month of June 2006 we had 101 adults and 10 juveniles arrested for various violations.

PERSONNEL ISSUES:

During the month of July 2006 there were 20 sick days used by Regular Officers; and 7 sick days used by Dispatchers

POLICE DEPARTMENT TRAINING:

Chief Hill attended a two-day seminar on Emergency Planning for Schools

BELMAR FIRST AID:

The Belmar First Aid Squad responded to 106 calls for service in the month of July 2006.

BELMAR FIRE DEPARTMENT:

The Belmar Fire Department responded to 19 emergency calls in July 2006.

BELMAR BEACH PATROL:

The Belmar Beach Patrol performed 126 torp rescues, 32 line rescues, and assisted 10 other swimmers to safety. On July 9, 2006, a boat washed ashore at the 9th Avenue jetty and lifeguards on jet ski managed to get the boat’s occupants to safety and secure the boat until it could be towed. There was only a red flag condition on July 20, 2006, but the L Street beach was closed to swimming 10 days.

Lifeguards also assisted in rendering first aid by handling 6 cases of heat emergency, 1 seizure and two separated shoulders. Surfing accidents resulted in several first aid related incidents.

Belmar hosted four events; the Belmar Lifeguard Tournament, the Mid-Atlantic Regional, the Belmar Run-Swim-Run and the Belmar Junior Lifeguard Tournament. In tournaments, Belmar placed 1st in Belmar, 3rd in Avon, 1st in Spring Lake, 1st in Bradley Beach and 1st in Ocean Grove. They also placed 3rd out of 16 teams in the prestigious Ship Bottom tournament. Belmar’s female lifeguards placed 2nd out of 26 in the All Women’s tournament in Sandy Hook.

Tragically, there was a drowning at the 9th Avenue beach on July 29, 2006. Lifeguards and the Water Rescue Team responded and diligently searched for the victim and located him. Efforts to revive the victim were not successful. This incident occurred after hours, and as a result of the heat emergency during that time period, we placed lifeguards on extended duty and rearranged schedules to assure lifeguard protection until 7PM each day. Our volunteer Water Rescue Team volunteered to be available after 7PM until 8PM each night.
