Pay to Play
In July 2004, Belmar‘s Mayor & Council adopted Ordinance No. 2004-14, which set forth very broad restrictions on the practice of “Pay-to-Play.” To view or download a copy of the ordinance, please click here: 2004-14 pay to play ordinance.doc. The Mayor and Council adopted amendments to the ordinance in 2005 and 2007.

In an August 2, 2004 editorial, the Asbury Park Press had this to say about Belmar‘s Pay-to-Play Ordinance”
Those looking for ordinances to emulate should consider Belmar‘s, which may be the toughest in the state. It not only prevents those who contribute above a threshold amount to local and county campaigns from receiving no-bid contracts, it prohibits them from receiving competitively bid work. The contribution ban applies to the year a contract is being sought and the three years immediately preceding it.
